Character: Leonardo Bistario Harwey

Canon: Fate/Extra CCC Foxtail (I’ll caucus with the other Fate/ characters)
Canon Point: Hakuno’s awakening in the Tsukumihara Academy (Far Side) infirmary.
Background: Leo is the heir to the Western European Financial Group, otherwise known as the Harwey Conglomerate. In the Fate/Ex setting, the Harweys have consolidated power for centuries, resulting in their position of controlling roughly thirty percent of the world’s landmass and around sixty percent of the world’s wealth by the year 2030. It is projected that by the end of the 2030s, the Harweys will have the plurality of political power across the entire world.
Possessing unique and extraordinary abilities even compared to other specimens of mage nobility, Leo was conditioned since birth to be the ideal ruler of mankind and his life experience reflects that. His mother was assassinated by the Harwey’s own Counter-Terrorism unit in order to expedite the securing of Leo’s inheritance by the Harwey Family. In order to insure Leo’s bearing as a king who rules above humanity, Leo was denied a typical childhood and was encouraged to eschew his personal feelings for the greater good.
The Harwey’s philosophy on kingship can be described as “maintenance and egalitarianism through equal distribution of wealth.” Their worldview is enforced through the heir divine right of leadership as well as military and economic power. In the Fate/Ex setting, the end goal of the Harweys is to mitigate the decline of humanity through application of their resources.
Leo and his older brother Julius journeyed to the moon in order to secure the Holy Grail for the Harweys. Leo being the chosen victor and the strongest Master to ever participate in the Holy Grail War on the Moon and Julius was sent as insurance in order to assist Leo and guarantee his victory.
Leo found significant amusement in the school setting of the preliminaries. And summoned the Saber Servant, Gawain, the Knight of the Sun, as his Servant for the war. With little effort, he secures his position as Hakuno’s final adversary in the Holy Grail War.
In the CCC scenario, some of the prominent Masters are abducted by BB and trapped in imaginary space. Leo forms the Tsukumihara Student Council as a method to do battle against BB, explore the Sakura Labyrinth and escape their predicament. He claims the role of student council president and delegates tasks to the other members.
Special attention is given to Hakuno Kishinami and Jinako Karigiri as they, like himself have a surviving Servant from the Holy Grail War.
Leo is a character appearing in Fate/Extra, Fate/Extra Last Encore, Fate/Extra CCC, Fate/Extra CCC Foxtail and Chibichuki! He is directly referenced but does not appear in Fate/Extella, Fate/Extella Link and Fate/Grand Order (but I can always hope).
He plays the role of an Anti-villain and faux-main adversary in Fate/Extra, an adversary turned ally in Last Encore, a major supporting character in Fate/Extra CCC, a primary character in Foxtail and has a minor role in Chibichuki!
Rin Tohsaka (II) considers him her primary enemy as the Tohsaka and the Harwey have a history of disagreements and the goals of the two individual magi are diametrically opposed. In reality, their interactions are more akin to that of rivals.
Personality: Leo is a composed boy who shows surprising maturity and responsibility in serious situations. He has an overall kind disposition and shows respect for the lives of those that he perceives as less than himself. He was raised to be superior to others as a show of his status as the ideal king and can occasionally come off as overconfident if not arrogant in regards to interactions with others. His demeanor can have an adverse effect on those with self-confidence issues.
He has a surprising grasp on the fundamentals of human nature, particularly considering his age, and adjusts his behavior in response to the identities of those he interacts with. Depending on the nature of people, this can come across as cold or insensitive, but he does not hold a position of malice against certain people or persons. In certain situations, he has shown a knack for making extreme positions sympathetic such as calling a group of armed resistors to Harwey rule “unfortunately … disposable.”
When given the opportunity, Leo has shown a mischievous side and it becomes clear that his perspective on mundane human interaction is largely based upon media, not experience. He tends to interact with adults as if he were an adult and one in a position of authority at that and casual interactions with his peers sometimes default to certain exaggerated tropes. His formation of the Student Council is an example of this.
He has a habit of flirting with adult women, particularly those who would normally be in a position of authority over a fourteen-year-old boy like teachers and policewomen. He has also shown attraction to Hakuno Kishinami (male), resulting in Rin Tohsaka accusing him of being bi to no response.
Ultimately, he revels in the ability to interact casually with his peers when given the opportunity, and is often the cause of antics due to his questionable socialization.
Abilities: Leo is a special kind of magus primarily found in the worlds of Fate/Ex known as a Spiritron Hacker. These magi are specialized in using their magic circuits to transmit electrons as well as mana; they became prominent due to the depletion of the world’s mana. They break from the general assumption that mages are bad with technology and actually excel in in the use of computers.
Leo’s parameters and skill as a magus are top tier, considerably exceeding that of the other two high-spec Masters in Fate/Extra, Rin Tohsaka and Rani VIII, the ultimate homunculus. Though individually, both Rin and Rani exceed Leo’s abilities in one parameter each, he would likely defeat them even if they challenged him at the same time. Of the other modern magi in Fate/Extra, he is best compared to the non-participant in the Holy Grail War Aozaki Touko, who is observing the ritual for her own reasons.
Leo has shown proficiency in operating multiple of the fundamental elements of magecraft, with a special proficiency in terms of fire manipulation. His mana has been described as “pure and bright like the rays of the sun.” It’s quite possible that he’s an Average One, able to operate all five fundamental elements of magecraft, though I can’t recall an example of him utilizing water magecraft, it would be a trait desirable in the Harwey heir. Regardless, he’s displayed abilities with earth, wind and void as well as his go-to of fire.
The Harweys burned knowledge directly into his brain through the use of Sound Magecraft, an ability that is passed down to the Harwey heir. Leo uses it mostly to provide communication to his allies as well as to ward the Student Council room against eavesdroppers.
The heir additionally inherits a Divine Right of Kingship, a sort of blessing of luck and special resistances that make the Harwey heir a much more dangerous person to oppose than a typical human. This blessing can be permanently lost in the case of abandoning one’s ideals, as shown by the adult Leo in Last Encore. In Fate/Extra CCC, this is best demonstrated by Leo being the sole high-spec Master who is able to entirely resist BB’s brainwashing.
Leo additionally has a high rank in the Charisma skill that some Servants possess, allowing him considerable boons to coordinating with allies and commanding subordinates as well as a supernatural charm effect while interacting with others. It is not as potent as some Heroic Spirits, but it suitable for leadership of a country.
The potency of Leo’s casting is immense and he is able to easily match and exceed a DEAD FACE replicating the spells of high-level specialists while supporting a high-performance Saber class Servant. He has abilities including but not limited to, offensive blasts of fire, healing, vital maintenance, thought projection, spirit hacking, spell removal, barrier creation, sound magecraft and terrain manipulation.
Barriers that he creates are powerful enough to block multiple artillery volleys from the Noble Phantasm Chakravarin while wide enough to protect multiple vulnerable targets.
Leo is in possession of a specialized Mystic Code called the Student Council President’s Armband with the purpose of disrupting a target’s Noble Phantasm activation and consequently jamming the effect. Upon his ill-fated confrontation with BB in Fate/Extra CCC, this is granted to Hakuno.
The Harwey heir is in possession of a Noble Phantasm level bounded field that is a clear example of high-thaumaturgy. It approaches the incantation length of a five-line spell with the incantation “O great and honorable lord of the seat of calamity, please watch over the end of this proud knight. Finality: Settlement Technique - Sword Camelot: Brilliant Castle of the Assembled Holy Swords!” The spell’s origins trace back to the Arthurian legends in Great Britain and the legendary Castle Camelot. It was designed by the founder of the Harwey family and it creates a barrier of overwhelming fire energy that cannot be dispelled by anything aside from its conceptual vulnerability to Holy Swords that are outside of the barrier. Even the reality warping abilities of the Domina Coronam proved unable to affect the barrier. It is meant to force a confrontation by any means with no chance of escape or interference with the intent to promote honorable combat. Leo can maintain the spell for about three minutes while his Servant is in combat.
Leo is often depicted with a fencing sword or a ceremonial sword and has shown proficiency with and education in the usage of a sword.
If it weren’t for Hakuno Kishinami’s upset over Leo, Leo and Gawain would have proven victorious against Twice Peaceman and Saver at the Moon Cell Core Zone.
Alignment: I’m choosing Daimonia for Leo’s alignment here as a representation of his joy at the realization that he was given the ability to cooperate with his peers and former combatants as opposed to slaughtering them in order to secure a grail that he has no proactive interest in. For his crystal, I’m choosing a bracelet with the insignia of the Tsukumihara Far Side’s Student Council.
Other: The Chaldea Mystic Code: Fragments of the Far Side of the Moon is based upon the Tsukumihara (Far Side) Student Council Uniforms that Leo designed specially to promote solidarity between the formerly hostile Masters trapped in imaginary space.
The design of his Command Spell insignia resembles an ornate kite shield, representing his thematic symbolism of security and defense.
The SE.RA.PH. reflection of Leo’s true nature is a brilliant sunset set against a seaside cliff.
Leo tends to be very open with others and isn’t one to hide his intentions.

Leo was delighted. The parfait was absolutely delectable. The yogurt was chilled and had a creamy and almost fluffy- aerated texture. There was a swirl of vanilla syrup injected into the treat and the perfectly ripe strawberries, raspberries and blueberries accented the sweetness with a touch of muted refreshment. The whole experience was topped with some toasted, golden granola.
A rosy aroma swirled around the boy-king that seemed to tint the optics around him like a saturation-increase lens. There were a couple of rapid pops that sparked brightly like miniature fireworks.
